01 Introduction and Acceptance

These Terms and Conditions ("Terms") govern the use of the Special Order Application and Processing (SOAP) system, an official e-service of the Commission on Higher Education Regional Office V ("CHED RO V"). By accessing or using the system, you ("User" or "Higher Education Institution") agree to be bound by these Terms and all applicable laws and regulations of the Republic of the Philippines.

02 User Eligibility and Registration

Access to the SOAP system is restricted to authorized representatives of Higher Education Institutions (HEIs) duly recognized by CHED within the jurisdiction of Regional Office V. HEIs are responsible for maintaining the confidentiality of their account credentials and for all activities that occur under their account.

03 Acceptable Use of the System

The SOAP system shall be used exclusively for the purpose of applying for and processing Special Orders. Users agree not to:

  • Submit false, misleading, or fraudulent information.
  • Attempt to bypass or circumvent any security measures.
  • Transmit any data that contains harmful code or viruses.

04 Governing Law

These Terms shall be governed by and construed in accordance with the laws of the Republic of the Philippines. Any disputes arising from these Terms or the use of the SOAP system shall be subject to the exclusive jurisdiction of the courts of Legazpi City, Albay.
